CMS has published updated details on potentially avoidable events, process and outcome measures for 2019. The updated tables also include details on star-ratings measures and quality measures new to Home Health Compare in 2019.
 
Claims-based outcome measures “Medicare spending per beneficiary” and “Discharge to community” are joining the ranks of publicly reported measures on Home Health Compare in 2019.
 
Two measures joining Home Health Compare in 2021 are also detailed in the updated tables. Agencies will begin reporting data on OASIS-based outcome measures “Changes in skin integrity post-acute care: Pressure ulcer/injury” and “Application of percent of residents experiencing one or more falls with major injury” effective Jan. 1, 2019.
 
These measures will join Home Health Compare in January 2021.
 
Potentially avoidable events measures — which were previously risk-adjusted — will not be risk-adjusted starting with episodes that begin on or after Jan. 1, 2019.
