CMS provides more details on value-based purchasing model

CMS has recently posted frequently asked questions on its home health value based purchasing site.

The questions involve a dozen topics: EIDM registration; points of contact; implementation; OASIS measures; new measures; HHCAHPS measures; claims-based measures; data submission; scoring; reports; payments; miscellaneous.

Among the questions addressed:

How will this payment model impact newly certified agencies?
Will the OASIS-based measures be calculated using OASIS assessments from all the beneficiaries that a HHA provides service or just the Medicare FFS population?
Will the baseline data be individual, or based on all the other agencies in the nine states in the Model?
When will benchmarks and thresholds be available to competing HHAs?
