CMS provides further guidance for completing the Patient Mood Interview, which is required with OASIS-E, in its third quarter OASIS Q&As, released July 18.
When an agency forgets to ask one or more of the symptom presence questions from D0150 (Patient Mood Interview (PHQ-2 to 9)) at discharge, you should code Column 1: Symptom Presence with a dash (—) and leave Column 2: Symptom Frequency blank for each row of D0150A-I.
You would code 99 for D0160 — Total Severity Score, indicating you were unable to complete the interview
CMS also reminded that at times, it will release new or refined instruction that supersedes previously published guidance. In these cases, you should use the most recent guidance.
This guidance is one of those instances and supersedes guidance that was published in the draft OASIS-E Guidance Manual in May. Use this more recent guidance when implementing OASIS-E in January 2023.

- Guidance about when to complete the full D0150 (Patient Mood Interview (PHQ-9)) depending on responses to PHQ-2 (D0150A and D0150B).
- Further clarification for N0415 (High Risk Drug Classes: Use and Indication) regarding how specific the documented indication needs to be.
