Proposed resolution would overturn home health payment rule

Rep. Andrew Clyde, R-Ga., has introduced a joint resolution of disapproval to overturn the home health payment rule published in November.
The rule finalized a permanent payment cut for home health providers of 1.8% that all-but swallowed an increase in payments for rising costs. It left an increase of just 0.5% on average nationally.
The rule also created a new acceptance-to-service policy in the Conditions of Participation, as well as new Social Determinants of Health questions expected to be added to the OASIS in 2027.
The rule was one of 13 “misguided Biden-era regulations” that Clyde targeted in his joint resolutions introduced Feb. 12, 2025.
