A majority of American voters oppose the payment cuts proposed in the 2026 Home Health Prospective Payment System proposed rule, according to a poll commissioned by the National Alliance for Care at Home.  
 
The survey of 1,200 voters was conducted from Aug. 3-7, 2025. Of the respondents, 70% noted that they were against reducing home health payments by an additional 9%, or $1.1 billion, in 2026.  
 
Respondents' opposition to proposed payment cuts was consistent across party lines. When broken down by political affiliation, the poll found that 53% of respondents who voted for President Donald Trump in the November 2024 presidential election opposed the cuts, as did 66% of swing voters and 87% of those who voted for Democratic nominee Kamala Harris. 
 
When asked what step Medicare should take to save taxpayer dollars, around 80% of respondents — 88% of Trump voters and 75% of Harris voters — believed that CMS should focus on targeting waste, fraud and abuse in the home health system. Only 7% felt that cutting Medicare home health spending nationally was the best approach.
