CMS is providing the October 2025 Interim Performance Report for the Home Health Value-Based Purchasing (HHVBP) model. The private reports are available in iQIES.
The quarterly IPRs provide agencies with the performance year measure data for the 12 most recent months, and the interim Total Performance Score (TPS).
For OASIS-based measures, the IPR includes results from July 1, 2024, to June 30, 2025. For claims-based and HHCAHPS measures, the data is through March 31, 2025, according to CMS.
The 2026 home health payment rule included changes to the HHVBP measures for the 2026 performance year, including the addition of three OASIS items around bathing and dressing, the claims-based Medicare Spending Per Beneficiary and the removal of three HHCAHPS measures.
The October 2026 IPRs will be the first reports to generate improvement, achievement and care points based on the 2026 measure set.
To help agencies get ready for this change, CMS has started providing a preview of agency performance on the 2026 measure set, starting with the October 2025 IPRs.
