The House’s Small Business Subcommittee on Health and Technology recently held a hearing to discuss a provision in the Affordable Care Act (ACA) that defines full-time employees as those who work 30 hours a week rather than 40.
 
In 2015, the ACA imposes penalties on employers with more than 50 full-time equivalent employees who don’t provide health insurance for full-time staff.
 
The National Association for Home Care & Hospice expressed concern about 30 hours being considered full-time, saying that agencies unable to afford to provide insurance or absorb penalties will have to restrict employee hours. According to testimony NAHC submitted for the record: “Millions of home care workers could find their hours, and thus their earnings, are cut back at a time when many of them are already struggling.”
