President Barack Obama’s fiscal 2016 budget calls for 30% of Medicare payments to providers based on delivery of “efficient, high-quality, coordinated health care rather than paying for volume of health care services.”
 
By 2018, the goal would increase to 80% of payments.
 
Other objectives once again include home health copays for certain patients and inflation update cuts as well as Medicare appeals changes aimed at reducing the current backlog of administrative law judge cases.
