CMS is answering more questions around Home Health Value-Based Purchasing (HHVBP) as the industry prepares for the national rollout in January 2023.
 
The Expanded HHVBP model FAQs has been updated with answers to four new questions and updated responses to two previous questions.
The new questions included “Why can an HHA earn up to ten (10) achievement points but only up to nine (9) improvement points toward its Total Performance Score (TPS)?”
 
CMS responded that the scoring is meant to incentivize all agencies to provide high-quality care, so CMS awards more points for achievement than for improvement within the context of the expanded HHVBP Model.
 
“By limiting the improvement score to a scale across 0 (zero) to 9 (nine), achievement is prioritized relative to improvement in performance scoring,” CMS states.
