The HHS office responsible for enforcing nondiscrimination laws, including the Health Insurance Portability and Accountability Act (HIPAA), will be restructured, according to a press release, May 18, 2026. 
 
The Office of Civil Rights will have three divisions: Conscience and Religious Freedom; Civil Rights; and Health Information Privacy, Data and Cybersecurity. The OCR’s process for receiving and processing complaints is not expected to change.  
 
More information on the reorganization will be released on the Federal Register in June, HHS officials note in the press release.
