CMS has introduced a new performance report for agencies trying to get ahead of implementation of Home Health Value-Based Purchasing in 2023.

The home health final rule released Oct. 31, 2022, included the planned shift for the baseline year for determining scores from 2019 to 2022. A persistent complaint from agencies following the proposed rule this summer was that, based on the CMS timeline, 2022 data wouldn’t be available for review until July 2023.

In response, CMS has released the Pre-Implementation Performance Report (PIPR), now available in the iQIES.

“The PIPRs provide HHAs with data on their quality measure performance used in the expanded HHVBP Model, with comparison to HHAs nationally within peer cohorts,” according to a CMS release. “The PIPRs provide a preview of where your agency’s performance falls in regard to the new baseline year, in advance of the release of the first Interim Performance Reports (IPRs) in July 2023.”

CMS will host a live streaming event introducing the PIPR at 11 a.m. Nov. 17, 2022. This event will include a live Q&A session. Click here to register for the event: https://us06web.zoom.us/webinar/register/WN_bz6_WZm2RFm1YgRTerQi6g.

There are already educational tools available:
  • Instructions on how to access the PIPRs are available on the Expanded HHVBP Model webpage, under Model Reports.
  • The HHVBP Technical Assistance (TA) team created an on-demand video and downloadable resource, “Introduction to the Pre-Implementation Performance Report (PIPR)”, now available on the Expanded HHVBP Model webpage, under Model Reports.
